The Toronto Transit Commission (TTC) has a rich history of meeting the transit needs of Torontonians dating back to 1921. Since that time, the TTC has grown to become Canada’s largest public transit system and the third largest in North America, providing 1.7 million customer journeys every workday, or around 540 million rides per year. Operating across five distinct modes of transportation, the TTC has developed a reputation for excellence in the integration of those modes through well-proven design.
Under the leadership of an experienced CEO, and guided by a new and ambitious Corporate Plan, the TTC has embarked on a 5-year journey to not only expand the reach of the TTC’s service but also to innovate, transform and modernize all aspects of the organization. The Plan sets the TTC up to achieve this vision over the long term with an aim for financial and environmental sustainability for decades to come.
As part of this process, the TTC is seeking an experienced executive to join its team in the role of Head, Procurement & Category Management. Reporting to the Chief Financial Officer, the Head is responsible for the provision of centralized procurement services to TTC internal user departments while protecting the TTC’s best interests and reputation, reducing risk and maximizing long-term value. The incumbent will develop strategic partnerships both within and external to the TTC, and has overall accountability for all procurements in support of operating and capital budgets (pre-award). Additionally, a total of approximately 800 active contracts for ongoing projects and capital requirements are being managed, with a total value of approximately $7.5B including in excess of 100 construction contracts.
The Head, Procurement & Category Management provides dynamic leadership in planning, directing and improving all activities of the Procurement and Category Management department to promote and ensure a high level of performance, quality and customer service to TTC departments. In addition, this position establishes strategic objectives, department policies and related budgets for all aspects of sourcing, purchasing and category management. This role also ensures consistent project procurement and contract management across multiple departments. One of the priorities for this position is to implement the recommendations in the City of Toronto’s Auditor General report.
As the ideal candidate, you will possess extensive knowledge and experience in procurement principles and project delivery methods to ensure effective and efficient procurement services for the TTC. You are a change management leader who leads and establishes modern and effective procurement and category management practices while providing active and engaged leadership to all department employees. You will have demonstrated experience in establishing and delivering ambitious and innovative cost reduction strategies to meet business objectives, and develop high quality business strategies ensuring their alignment with short-term and long-term objectives.
